What does Matthew 22:40 mean?

Jesus is saying that every single rule in the Hebrew scriptures, every detail of religious law, and every message the prophets delivered ultimately comes down to two things: love God with everything you have, and love your neighbor as yourself. It's not that the other commandments don't matter, but rather that they all flow from and circle back to these two core commitments. When you're genuinely living out love for God and love for others, you're already honoring the deeper purpose behind all the specific rules. This is a profound simplification that cuts through religious complexity and points to what God actually cares about most.
