What does Mark 10:4 mean?

The religious leaders are answering Jesus' question about why divorce was permitted in their tradition. Moses had indeed established a legal procedure (described in Deuteronomy) where a man could write out divorce papers and send his wife away, which provided at least some protection to the woman by making the separation official rather than arbitrary. Jesus is pressing them on this point because he wants to distinguish between what Moses *allowed* due to human hardness of heart and what God originally *intended* for marriage. The law gave permission within certain constraints, but Jesus is inviting his questioners to think more deeply about God's design for lasting commitment between spouses. It's a conversation about the difference between accommodating human weakness and pointing toward God's ideal.
