What does Luke 18:16 mean?

Jesus is pushing back against his disciples' instinct to protect him from the interruption of children. Rather than seeing kids as a distraction from "important" spiritual work, he recognizes something vital in them: a natural openness, trust, and lack of pretense that reflects what it actually means to receive God's Kingdom. He's saying that entering into relationship with God isn't about achieving enough or understanding everything perfectly, but about approaching with the kind of receptive, unguarded heart that children often have. When life has made you skeptical or worn you down, Jesus invites you to remember that quality of trust, that willingness to simply come as you are.
