What does Judges 1:31 mean?
After the Israelites entered Canaan, each tribe received land to settle, but the conquest wasn't complete or quick. Asher, one of those tribes, found itself unable (or perhaps unwilling) to fully remove the people already living in several coastal cities and towns. Instead of fully taking possession of their territory, they ended up living alongside these other groups. This verse is part of a pattern throughout Judges showing that the Israelites' occupation of Canaan was messy and incomplete, not the swift total victory the earlier chapters might suggest. It sets the stage for the struggles and compromises that would affect Israel for generations to come. Sometimes the reality of life—whether ancient or modern—is that we inherit situations more complicated than we'd hoped, and we have to make our way forward anyway.
