What does Joshua 21:23 mean?

This verse is part of a detailed list of towns given to the Levites, who had no territory of their own in the promised land. Instead of inheriting land like the other tribes, the Levites received specific cities scattered throughout Israel where they could live and serve as priests and teachers. Elteke and Gibbethon were two of these designated cities in the territory of Dan, each with surrounding pastureland (the "suburbs") so the Levites could support themselves and their animals. While the long genealogies and city lists in Joshua can feel dry to modern readers, they were meant to show that God kept his promises down to very specific details, ensuring his spiritual leaders had a secure place in the community.
