What does Joshua 21:13 mean?
When the Israelites settled the land, they set aside specific cities for the priests and Levites who served the temple and community. Hebron was one of these special cities, and it also served as a "city of refuge" where someone who had accidentally killed another person could find safety from revenge. This meant that if someone committed manslaughter (not intentional murder), they could flee there and receive a fair trial rather than being hunted down by the victim's family seeking vengeance. The arrangement shows God's concern for both justice and mercy: protecting the innocent while also protecting the accidentally guilty from hasty retaliation. These scattered cities for priests and Levites also meant spiritual leaders and teachers were distributed throughout the land rather than concentrated in one place.
