What does Jeremiah 23:25 mean?

God is calling out the false prophets of Jeremiah's time who were claiming divine messages they'd never actually received. These fraudsters would excitedly announce their dreams as if they were God's direct instructions, using His name to give their words false authority and credibility. The repetition of "I had a dream" captures their breathless excitement, which made people believe them more readily. What makes this passage sting is how universal the problem is: people have always been drawn to confident voices claiming special knowledge, whether in ancient Jerusalem or today, which is why God takes the time to warn His people to discern carefully who truly speaks for Him.
