What does Ezra 5:7 mean?
The officials rebuilding the temple in Jerusalem are writing respectfully to the Persian king, opening their communication with a formal greeting of peace. In that ancient world, how you addressed a ruler mattered tremendously, and beginning with "all peace" was both a courtesy and a way of showing submission to his authority.
