What does Ezekiel 11:9 mean?

God is speaking here through the prophet Ezekiel to the people of Jerusalem who have turned away from Him. This verse describes the consequence of their unfaithfulness: they will be removed from their city and handed over to foreign powers (the Babylonians, historically). The "judgments" are God's way of disciplining His people for their rebellion, though even in this difficult promise, there's an implicit offer to change course. For us today, this reminds us that while God loves us deeply, He takes our choices seriously. He doesn't enable us to keep living destructively, but sometimes allows difficult consequences to wake us up and draw us back to Him.
