What does Exodus 33:21 mean?

God is offering Moses something precious here: direct access to his presence. The "rock" is likely Mount Sinai itself, where Moses will be protected in a crevice while God passes by, allowing him to glimpse God's glory in a way his human eyes can safely handle. What makes this tender is the context. Moses has just been grieving because God said he wouldn't go with the people into the promised land. Now God is essentially saying, "You won't be abandoned—there's still a place for you right here with me." Even when circumstances disappoint us, God doesn't leave us without connection to himself. There's always a place to stand close to him, even if it looks different than we expected.
