Exodus 19:23

What does Exodus 19:23 mean?
Moses is expressing a practical problem to God: the people are eager to approach the mountain where God's presence is, but God himself had just given strict orders to keep them at a distance for their own safety. There's a tension here between the people's natural desire to draw near to God and God's protective boundaries. This moment captures something real about encountering the holy. Moses isn't complaining or doubting, but rather pointing out that God's own instructions have created this barrier.
