What does Zechariah 1:8 mean?

Zechariah saw a mysterious rider on a red horse standing among myrtle trees (symbols of peace and blessing in Scripture), with other colored horses visible behind him. This strange vision launched one of the prophet's most important messages: that God was actively watching over His people and had plans to restore them after their exile in Babylon. The different colored horses represent God's messengers or angels moving throughout the earth, observing and reporting back, which becomes clear as the vision unfolds. For people feeling unseen or abandoned, this opening image reassures us that God is never inattentive to what's happening in our world or our lives.
