What does Zechariah 1:11 mean?

In Zechariah's vision, heavenly messengers return from surveying the world to report their findings to God's angel. Their message is striking: despite the turmoil and hardship the Jewish people were experiencing after exile, the earth itself is at rest and at peace. This doesn't mean nothing bad is happening, but rather that there's no major upheaval or war threatening the known world at that moment.
