What does Romans 9:27 mean?

Paul is reminding us that God has always worked through a faithful remnant rather than through everyone who bears the name of God's people. Even when Israel's population was vast as the sand, only a portion truly turned toward God and experienced his salvation. This wasn't God's failure or change of plan, but rather how he's consistently operated throughout history: a committed core carries forward his purposes while others drift away.
