What does Romans 10:18 mean?

Paul is answering an important question: if God's message is so clear, how could people possibly miss it? He's pointing out that the gospel has been proclaimed widely enough that people genuinely *have* heard it, whether through Christian preachers or through the created world itself. He quotes Psalm 19 here, a passage about how creation itself testifies to God's existence and power. Paul's main point is that people's failure to believe isn't usually because they lack access to God's truth, but because they choose not to respond to what they've already encountered.
