What does Revelation 17:15 mean?

In John's apocalyptic vision, an angel is helping him understand the symbols he's witnessing. The "waters" represent the vast populations and diverse peoples over whom the corrupt power (symbolized as a prostitute) holds influence. This is a way of saying that worldly systems of power and wealth don't exist in isolation, but are built on and sustained by the ordinary people living within them, speaking different languages across many nations. The image reminds us that widespread corruption or injustice doesn't happen without being supported by societies, and by extension, that transformation requires more than just individual change, but shifts in how entire communities think and act.
