What does Psalms 30:6 mean?

The psalmist is remembering a time when life felt secure and stable, when he confidently assumed nothing could shake him. That sense of safety led him to believe his good circumstances were permanent and his position unshakeable. This isn't a confession of arrogance so much as an honest reflection on how easy it is to feel invulnerable when things are going well.
