What does Psalms 104:31 mean?

The psalmist is expressing a deep desire that God's greatness and beauty will last eternally, and that God himself finds joy and satisfaction in everything he has created. This is an invitation to recognize that the universe we see around us, in all its complexity and wonder, brings pleasure to God—not as if he needs our validation, but as an expression of the fullness of his character.
