What does Numbers 35:7 mean?

The Levites were the priestly tribe of Israel who had no land inheritance of their own, since their work serving God and the community was considered their provision. Instead of owning farmland like other tribes, they received forty-eight designated cities spread throughout Israel's territory, along with pastureland surrounding each city (the "suburbs"). This arrangement meant the Levites lived among all the other tribes while maintaining their distinct role, and it ensured they had safe places to live and graze their animals while remaining available to teach and lead worship across the nation.
