What does Numbers 32:36 mean?

These were practical settlements built by the tribes of Gad and Reuben on the east side of the Jordan River. The verse lists them among the cities they rebuilt and claimed for themselves, showing they weren't just taking empty land but establishing real communities with defensive structures and infrastructure for their livestock. The mention of "fortified cities" alongside "folds for sheep" tells us something important about survival in that time and place: safety and livelihood had to go together.
