What does Numbers 27:13 mean?

Moses is near the end of his life, and God is preparing him for death. This verse tells Moses that after he sees the Promised Land from a distance (which happens just before), he will die and join his ancestors, just as his brother Aaron did. It's God's way of confirming what Moses already knows: his earthly journey is concluding, and he won't enter Canaan himself. There's something tender in how God phrases it as being "gathered to your people," a gentle way of speaking about death that suggests joining those who came before, finding rest with them.
