What does Numbers 15:38 mean?

God instructed the Israelites to add tassels with blue cords to the corners of their clothing as a permanent reminder of his commands. This wasn't decoration for decoration's sake, but rather a visible, everyday prompt to keep God's laws in mind as they went about their lives.
