What does Nehemiah 13:17 mean?

Nehemiah has just returned to Jerusalem after being away and discovers that people are breaking the Sabbath by doing business and work on God's designated day of rest. He's frustrated and disappointed, especially with the leaders who should know better and set a better example for everyone else. His sharp question—"What evil thing is this?"—shows how seriously the Jewish people took their covenant with God, which included honoring the Sabbath as holy. When you're trying to rebuild trust in something sacred, leaders matter most, which is why Nehemiah calls out the nobles first.
