What does Matthew 9:11 mean?

The Pharisees were watching Jesus closely, looking for reasons to criticize him. They saw him sharing a meal with tax collectors and other people they considered morally compromised, and they were scandalized. In their view, a truly righteous teacher would never associate with such people, let alone eat with them. What the Pharisees didn't understand was that Jesus came precisely for people struggling with sin and shame. His willingness to sit at table with outcasts wasn't a compromise of his values, but an expression of them. He was showing these marginalized people that they mattered, that they weren't beyond reach or worth.
