What does Matthew 11:13 mean?

Jesus is saying that everything the Old Testament pointed toward—all the hopes, predictions, and moral guidance from the prophets and the law of Moses—culminated in John the Baptist's arrival. John wasn't just another voice in a long line of voices; he was the turning point, the one who announced that what everyone had been waiting for was finally here. In other words, the entire arc of Scripture had been moving toward this moment when John came baptizing in the wilderness, preparing the way for Jesus. It's a way of saying that the old era of anticipation had ended and a new era was beginning.
