What does Luke 23:7 mean?

Pilate, the Roman governor, realizes that Jesus is from Galilee, which falls under Herod's authority rather than his own. So he sends Jesus to Herod, hoping to shift the responsibility and perhaps avoid making this difficult decision himself. This detail shows the political complexity of Jesus's trial, where different rulers with overlapping power tried to pass the problem along to each other.
