What does Luke 23:16 mean?

Pilate is speaking these words during Jesus's trial, trying to find a middle ground between the crowd's demands for execution and what he believes Jesus deserves. He's essentially offering a compromise: he'll have Jesus beaten and then let him go, hoping this will satisfy the people calling for his death. What makes this moment so poignant is that Pilate knows Jesus is innocent, yet he's still willing to inflict punishment on him just to appease the mob. This shows how fear and political pressure can lead someone to do harm even when they know better.
