What does Luke 1:32 mean?

The angel Gabriel is speaking to Mary about the child she will bear, telling her that Jesus will hold an extraordinary place in God's plan. Being called "Son of the Most High" means Jesus will have a unique relationship with God himself, not just be another king or prophet. The promise about David's throne connects to centuries of Jewish expectation: God had promised King David that his line would produce a ruler whose kingdom would never end, and this message signals that Jesus is the fulfillment of that ancient covenant. For Mary hearing this, it meant her child wasn't just going to be important locally, but would inherit a spiritual and eternal significance that far exceeded any earthly power.
