What does Judges 3:1 mean?

After Israel's initial conquests under Joshua, God deliberately allowed certain enemy nations to remain in the land rather than wiping them out completely. This wasn't abandonment or failure, but an intentional testing ground to keep the new generation sharp and dependent on God's help. The verse reminds us that sometimes the obstacles we face aren't accidents or signs we're off track, but rather opportunities to grow in faith and learn what we're truly made of.
