What does John 5:28 mean?

Jesus is telling his disciples not to be shocked by what he's just described—the power he has to give life to the dead. He's pointing toward a future moment when everyone who has ever died will hear his voice calling them to rise again, whether to new life or to judgment. This speaks to his ultimate authority over death itself, which was a radical claim in first-century Judaism.
