What does Jeremiah 51:14 mean?

God is making an unbreakable promise here through the prophet Jeremiah, directed at Babylon during a time when that empire seemed invincible. He swears by his own name (the strongest oath possible) that he will send so many enemy soldiers against Babylon that they'll swarm like locusts, overwhelming the city with their numbers and war cries. The "canker worm" image captures how unstoppable and numerous these forces will be, eating through everything in their path.
