What does Jeremiah 51:13 mean?

Jeremiah is speaking to Babylon, the powerful empire that had conquered Jerusalem and exiled its people. The "many waters" refer to the rivers and canals that made Babylon wealthy and seemed to protect it, while the treasures represent all the riches it had accumulated through conquest and trade. The prophet is declaring that despite all this abundance and security, Babylon's downfall is coming, and God is saying their greed and endless hunger for more has reached its limit. It's a sobering reminder that no amount of wealth or worldly power can protect us from the consequences of living by covetousness rather than by God's values.
