What does Jeremiah 5:12 mean?

The people Jeremiah is warning have convinced themselves that God doesn't exist, or at least doesn't care about their actions, so they feel safe ignoring his warnings about coming judgment. They're living in willful denial, assuming that because nothing bad has happened yet, nothing bad ever will. It's a deeply human pattern: we rationalize away danger when we don't want to change, telling ourselves that our choices won't have consequences. Jeremiah's point is that this false confidence won't protect them, no matter how sincerely they believe it.
