What does Jeremiah 40:3 mean?

This word comes through the mouth of Nebuzaradan, the Babylonian official, speaking to the prophet Jeremiah after Jerusalem's fall. Even a pagan military commander could see that the city's destruction wasn't random misfortune, but the consequence of broken covenant with God. Jeremiah had spent decades warning his people to turn back, and they had refused to listen.
