What does Jeremiah 38:16 mean?

King Zedekiah makes a private oath to Jeremiah, swearing by God's own life that he won't execute the prophet or hand him over to his enemies. This moment captures Zedekiah's inner conflict: he seems to fear God enough to make this vow, yet he's also deeply afraid of the powerful officials around him who want Jeremiah dead. The secrecy of the oath itself tells you something important, because a king wouldn't need to hide a promise if he had real confidence in his own authority. Despite his official position, Zedekiah was caught between his conscience and his fear of those who had influence over him.
