What does Isaiah 46:3 mean?

God is speaking directly to people who have felt burdened their whole lives, who've carried weight from the very beginning. Some were born into exile or hardship, unable to choose their circumstances. But here's what matters: God sees them and calls them to listen. The image of being "carried from the womb" suggests both vulnerability and the reality that we don't start life on equal footing, yet God addresses these particular people with intention and care. This is a tender reminder that whatever you've been carrying since childhood, God hasn't forgotten you—he's speaking to you now, asking you to hear him.
