What does Isaiah 41:27 mean?

God is speaking here as the one who sees what's coming and announces it first, before anyone else. He promises to send a messenger with good news to Jerusalem, breaking silence and bringing hope to a people who desperately needed it. This passage echoes through the whole book of Isaiah as a promise that God hasn't abandoned his people, even when they're in exile or distress. It's a tender assurance that God notices, God speaks first, and God sends help, not because we've earned it but because he chooses to.
