What does Isaiah 28:12 mean?

God is offering His people something simple and necessary: rest. After hardship and struggle, He's saying this place, this relationship with Him, is where exhaustion ends and strength returns. But the people refuse to listen. They're so caught up in their own ways, their own plans, or their own anxieties that they can't receive what's freely offered to them. It's a poignant picture of how we sometimes reject the very thing we most desperately need, simply because we won't pause long enough to hear it.
