What does Hosea 7:11 mean?

Hosea is describing the northern kingdom of Israel (called Ephraim here) as naive and directionless, fluttering from one powerful nation to another without any real strategy or faith. Instead of trusting God to protect them, they desperately seek help from Egypt and Assyria, the superpowers of their time, like a confused dove that doesn't know where it's actually safe. The prophet is critiquing their lack of wisdom and their failure to recognize that running after foreign alliances is both foolish and unfaithful. It's a picture of people in crisis mode, grasping at whatever seems powerful in the moment rather than returning to the one source of genuine security.
