What does Hebrews 4:11 mean?

The writer is calling us to actively pursue the kind of peace and wholeness that comes from trusting God, warning that we can slip away from it just as the Israelites did in the wilderness when they refused to believe Him. "Rest" here means more than just ceasing work, it's the deep security of knowing God is faithful and letting go of the burden of trying to control everything ourselves. The passage suggests this isn't passive, it requires us to fight against the weariness and doubt that tempt us to give up on faith. When we see others fall away through stubbornness or disbelief, we can learn from their mistakes and choose differently.
