What does Hebrews 10:11 mean?

The writer of Hebrews is describing the repetitive work of Old Testament priests who offered sacrifices over and over, year after year, without ever achieving their ultimate goal of removing sin permanently. The fact that they had to keep doing it showed the system itself had limits, no matter how faithfully they performed their duties.
