Habakkuk 1:14
“and make men like the fish of the sea, like the creeping things, that have no ruler over them?”
What does Habakkuk 1:14 mean?
Habakkuk is watching his nation fall apart under corrupt leadership, and he's crying out to God in anguish. In this verse, he's describing how the powerful are treating ordinary people, like fishermen who cast nets and pull in fish without the fish having any say in the matter. He's saying the strong are reducing the weak to creatures with no protection, no voice, no one to stand up for them. The image is disturbing on purpose. Habakkuk is expressing the horror of a world where might makes right, where people are treated as if they're just resources to be exploited. He's not accepting this as normal, though, he's protesting it to God. Even in his anguish, he's appealing to someone he believes is just and powerful enough to actually care about what he's witnessing.
