What does Genesis 9:3 mean?

After the flood, God is reassuring Noah and his family that they can eat meat for survival. This marks a shift from the garden, where humans ate plants, to a world where animal flesh becomes part of the food supply. God is essentially saying, "I'm giving you permission and provision for this new reality you're living in." The verse speaks to God's care during a time of new beginning, when the earth had been devastated and food sources were uncertain. When life feels precarious or like you're starting over, there's something deeply comforting in knowing God acknowledges the actual needs of the moment and makes provision for them, not just what was ideal before.
