What does Genesis 17:11 mean?

God is making a physical sign with Abraham that will mark every male descendant as belonging to God's covenant family. Circumcision was to be a visible reminder, worn on the body, of the agreement God was making: to be Abraham's God and to give his descendants the land of Canaan as their home. For ancient Israel, this wasn't just a medical practice but a sacred mark that said, "I belong to God's promise." Today, people of different faiths understand circumcision in different ways, but the core meaning here is about having your identity literally marked by commitment to God, making it impossible to forget who you are and whose you are.
