What does Exodus 7:23 mean?

Pharaoh has just witnessed Moses turn the Nile River to blood—a devastating plague that would have terrified any leader. Yet instead of recognizing this as a sign from God, Pharaoh simply goes home and dismisses what he's seen. His refusal to take it seriously shows us what happens when someone's heart becomes hardened against truth: they can witness something extraordinary and still choose not to be moved by it. This moment captures the beginning of a pattern in Exodus where Pharaoh repeatedly sees God's power but refuses to let it change his mind.
