What does Exodus 4:17 mean?

God is reminding Moses that the staff in his hand isn't just a walking stick, but an instrument through which God will work miracles. This reassurance comes at a moment when Moses is full of doubt about his ability to lead the Israelites out of Egypt, and God is essentially saying, "You won't do this in your own strength, but through what I provide and empower." The rod becomes a symbol that God's power, not Moses' eloquence or confidence, will be what convinces Pharaoh and the people. It's a gentle way of telling someone afraid of their calling that they don't need to accomplish the impossible alone, because God equips those he sends.
