What does Exodus 33:5 mean?
God is expressing deep frustration with the Israelites after they've just made and worshipped a golden calf while Moses was receiving the Ten Commandments on Mount Sinai. When He says they're "stiff-necked," He means they're stubborn and resistant to His guidance, like an ox that won't respond to direction. His warning that He would "consume" them if He went among them reflects how His holiness and their unfaithfulness are fundamentally incompatible, and He's being honest about the danger of that collision. The instruction to remove their jewelry is both a practical step (they'll need to give up their finery to make atonement) and a spiritual one, marking a shift from rebellion back toward humility and obedience. God isn't being cruel here, but rather clear: He loves these people enough to tell them the truth about their situation and give them a chance to change course. Even in His anger, He's still in conversation with them, still willing to work with them toward restoration.
