What does Exodus 32:21 mean?

Moses has just come down from Mount Sinai with the Ten Commandments, only to find the Israelites worshiping a golden calf. Aaron had crafted it while Moses was away, and now Moses is confronting his own brother about what seems like a massive betrayal of everything God had just instructed them to follow. His question carries real hurt alongside the accusation, asking Aaron to explain how he could lead the people into idolatry so quickly after witnessing God's power firsthand. It's the kind of question someone asks when they're trying to understand not just what happened, but why someone they trusted made such a devastating choice.
