What does Exodus 20:18 mean?

The Israelites had just witnessed God's presence descend on Mount Sinai with overwhelming power: thunder, lightning, trumpet blasts, and smoke. Their instinctive response was fear, and they pulled back from the mountain, keeping their distance. This wasn't disobedience but a natural human reaction to encountering something far greater and more powerful than themselves.
