What does Exodus 11:9 mean?

God tells Moses upfront that Pharaoh's heart will remain closed, and that this hardening serves a purpose: to allow God's power to be displayed through many signs and wonders rather than just one quick deliverance. It's a hard truth wrapped in promise, showing that sometimes resistance and delay aren't obstacles to God's plan but actually part of how he reveals himself most fully. For people watching from the sidelines (the Egyptian people and Israel), each successive plague becomes clearer evidence of God's reality and power. Even in a situation that seems impossibly stuck, God is working toward something greater than a simple solution.
